In US, weighing and measuring equipment for trading and commercial use must be issued the official conformity certificates, NTEP (National Type Evaluation Program) certificates by NCWM (National Conference on Weights and Measures).
No Device Manufacturers or Private Labelers for sales, taxi meters, water meters, electricity meters and oil gauges can enter US market without NTEP certificates. VCAP (Verified Conformity Assessment Program) is a compulsory certification pushed by NCWM, in order to verify the continuous effectiveness of NTEP certificates.
